Facility: Los Banos Del Mar, 401 North Shoreline Drive, Santa Barbara, CA 93109. From the 101 Freeway going North, exit at Cabrillo Blvd. The off-ramp is on the left. Turn toward the ocean and drive west along the beach. Cabrillo Blvd becomes Shoreline Drive at Castillo Street. The pool is on the left. Just past the pool is the entrance to the Harbor parking lot. From the 101 Freeway going south, exit at Castillo Street. Turn right onto Castillo Street. Castillo Street ends at Shoreline Drive and the pool is straight ahead. Turn right on Shoreline and the Harbor parking lot will be on your left. The length of the competition course without a bulkhead is in compliance and on file with USMS in accordance with articles 105.1.7 and 107.2.1.
Rules: United States Masters Swimming rules will govern. Current SPMS meet procedures will be enforced and take precedence over any errors or omissions on this form. The meet referee will be in charge of the meet. Any questions regarding the conduct of the meet should be directed to meet referee. All events are timed final. Swimmers are limited to a total of not more than 6 individual events, not including relays. There is a limit of 5 individual events on Saturday. Age on December 31, 2019, determines age group for the meet. You must be at least 18 years of age to compete.
Entries: Online entries will close Wednesday, June 26th at 11:59pm. The pre-entry postmark deadline is Wednesday, June 19, 2019. Deck registration is permitted. Deck entries will close at 4:30pm on Friday for the 1500m Freestyle and 11:30am Saturday for all other events.
Entry Fees: There is a $30.00 flat fee per swimmer for online entry. For relay-only swimmers, the fee is $10.00. Deck entries are allowed for a $40.00 flat fee.
Seeding: All events will be deck seeded slowest to fastest, by entered time, ages and sexes combined. Check-in is not required in order to be deck seeded, except swimmers must check in to swim the 1500m Freestyle by 4:45 pm Friday.
Relays: All relays will be deck entered on SPMS relay forms available at the meet. Relay fees are $2.00 per relay due upon entry. For each relay swimmer who is not entered in individual events, a fee of $10.00 and a signed liability release must be submitted with the relay entry.
Awards: Individual: Ribbons for places 1-3, Relay: Ribbons for first place.

Open Water Dates: Saturday, June 29 - Sunday, June 30, 2019
Open Water Distances: 1 Mile Saturday and 3 Miles Sunday; swimmers may enter both distances.
LOCATION: East Beach, 1118 East Cabrillo Blvd Santa Barbara, CA 93101. From the 101 Freeway going North, exit at Cabrillo Blvd (exit 94C), the exit is on the LEFT. Left on East Cabrillo Blvd. East Beach and PAY parking lots will be on your Left. From the 101 Freeway going South, exit at Garden Street (Exit 96C). Right onto Garden Street to East Cabrillo Blvd. Left on East Cabrillo Blvd. East Beach and PAY parking lots will be on your Right.
RULES: The current USMS and USA Swimming open water rules will govern the Open Water Swims as outlined in Part 3 of the USMS 2019 Rule Book and Part Seven of the 2019 USA Swimming Rules and Regulations Handbook.
ELIGIBILITY: All swimmers must be registered with USMS for 2019 or USA Swimming for 2019 or foreign equivalents. You must submit a copy of your 2019 USMS card or USA Swimming card or foreign equivalent at check-in. Age for USMS participants is Age as of December 31st, 2019 except for 18 year olds, who must be 18 on the day that they swim. There will be No One Event USMS Registration (OEVT) for the One Mile and Three Mile Sanctioned Swims.
SCHEDULE: One mile Saturday June 29. Three mile Sunday June 30.
Check-In Begins – 7:30 AM
Warm-up Begins – 8:00 AM
Pre-Race Briefing/Safety Meeting – 10 minutes prior to the start of each race.
Competition starts – 9:30 AM
The one mile will be a one loop rectangular course.
The three mile will be one loop of a T shaped course.
We reserve the right to revise this course description based on changing water conditions.
START TIMES: Start times are as listed above, but may be adjusted based on the number of entrants. Pre-registered athletes will be informed of any changes via email. Events will be swum in order. Events may be started prior to the completion of the previous event(s) at the discretion of the Referee. Details of the competition schedule will be discussed during the pre-race briefing.
CHECK-IN: Swimmers must report to the check-in table appropriate for their age and gender for check-in packet, numbering and chips. Chips must be worn.
SAFETY PROCEDURES: There will be a mandatory Pre-Race Briefing held 10 minutes before competition begins to discuss the course, rules and safety procedures. The Referee will remove any swimmer from competition who does not attend the pre-race briefing or is found to be inattentive during the briefing. Course will be patrolled by qualified safety personnel. For safety reasons, participants should be adequately trained for open water competition. City of Santa Barbara Lifeguards reserve the right to remove any swimmer from the course. Previous open water experience is recommended. Safety watercrafts and lifeguards on paddleboards will monitor the entire course. Swimmers must wear body-marked race numbers on arms for identification. The safety of swimmers is our primary concern. Therefore, this event may be delayed or canceled due to poor conditions. The Event Director and City of Santa Barbara Lifeguards will make this decision.
ATHLETE ATTITUDE: Athlete conduct will be governed by Part Seven of the USA Swimming Rules and Regulations Handbook. Intentional obstruction, interference or intentional contact with another swimmer may be deemed "Unsporting Impedance" and lead to disqualification. Swimmers shall maintain clearance from other swimmers except at the start, turn, and the finish or where the course or race conditions dictate otherwise. Parents and swimmers should be advised that if there are a significant number of entrants, open water swimming may be expected to involve inadvertent contact with other swimmers. It is important that swimmers keep a cool head while in the water.
SWIMWEAR: No fins, buoys, or other devices will be allowed. Swimwear shall be made from textile materials and not contain clasps or zippers. For both men and women, the swimsuit shall not cover the neck and shall not extend past the shoulder nor below the ankles. Wetsuits are permitted in the USMS Wetsuit Division. Wetsuits are not permitted in the USA Swimming Division.

The Independent Safety Monitor has the final authority on whether the events will be held.
ENTRY FEES/PROCEDURES & DEADLINE: USMS (adults) entry fee per race distance is $45, or the combo $56. USA Swimming (youth) entry fee per race distance is $35, or the combo $45.
START/FINISH TIMING SYSTEM: There will be a beach start and beach finish. A chip timing system will be used. Chips must be worn on the ankle.
TIME LIMITS: Swimmers not completing the race course within 30 minutes of the first athlete to cross the line will be notified that the race is over and that they must leave the water at that time. Results will show their time as Did Not Finish (DNF) and will not be eligible for awards.
AWARDS: Top three in each age group for Men and Women: 18-24, 25-29, 30-34, 35-39, 40-44, 45-49, 50-54, 55-59, 60-64, 65-69, 70-74, 75-79, 80-84, (additional 5 year age groups as needed); Top three overall in Men's and Women's Wetsuit divisions.
GENERAL ADMISSION: There is no admission fee for this event.
OPEN WATER EVENT WARM-UP PROCEDURES: An area adjacent to the competition course will be available for warm-up and warm-down at designated times. Swimmers found in the water outside of the designated area and not engaged in competition will be scratched from the meet regardless of whether or not they have completed their events.
WATER TEMPERATURE: Between 63 and 68 degrees
RECORDING DEVICES: Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, or locker rooms.
DRONES: Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas, and open ceiling locker rooms) any time athletes, coaches, officials, and / or spectators are present.
